当地时间16日上午,安倍晋三召开临时内阁会议,宣布全体内阁成员辞职。

会议开始前,安倍通过日本首相官邸推特发布了一则视频,回顾其执政经历,向一路支持的日本民众表示感谢,并呼吁大家给予新一届内阁更多的理解和支持。

作为日本历代执政时间最长的首相,安倍在首相岗位上坚守了2,799天后,宣布辞职。至此,持续了七年零八个月的安倍时代正式落下帷幕。

下午,日本召开特别国会举行首相指名选举,自民党总裁菅义伟顺利当选,正式出任日本第99任首相。目前,菅义伟已经确定内阁成员,接下来,新任官房长官加藤胜信将正式宣布内阁成员名单。

菅义伟将完成安倍晋三剩余的首相任期,直至明年9月底期满。

Yoshihide Suga, the newly elected president of Japan‘s ruling Liberal Democratic Party (LDP), was officially appointed as the country’s new prime minister by parliament on Wednesday, becoming the country‘s first new leader in nearly eight years。

He won 314 votes out of 462 cast by parliament‘s lower house members。 The chamber takes precedence in electing a premier over the upper house, which was also expected to pick Suga because of a ruling bloc majority。

He is expected to form a cabinet filled with ministers who served under Abe。

在竞选演讲中,菅义伟表示,这个结果是50多年前初到东京谋生的自己无法想象的,“像我这样的普通人,只要努力也能立志成为首相。”

菅义伟的胜利,堪称草根逆袭的绝佳范本。

这位接棒安倍的新首相出身平凡,历经摸爬滚打,因此颇受日本民众热捧。加上工作能力出众,又有安倍晋三的力挺“加持”,日本朝野普遍对菅义伟较为认可。

而他最为公众所熟知的,是因为宣布日本新年号“令和”,被亲切称呼为“令和大叔”,这让菅义伟的人气进一步水涨船高。

但此次他能从呼声甚高的石破茂和岸田文雄中脱颖而出,并不仅于此。

今年以来,日本经济受新冠疫情的冲击陷入持续低迷,菅义伟关于继承安倍内阁时期施行的内政外交政策的明确表态,符合当前日本社会普遍希望维持平稳过渡的心理,而他在防控疫情和经济重启上的政治理念,则给日本民众打了一剂“强心针”。

Suga was born in 1948 and graduated from Hosei University in 1973 and obtained a Bachelor of Laws。

He has pledged to pursue many of Abe‘s programs, including his signature “Abenomics” economic strategy, and forge ahead with structural reforms, including deregulation and streamlining bureaucracy。

A plethora of challenges are ahead for the new PM, including tackling COVID-19 while reviving a battered economy and dealing with a rapidly aging society。

然而掌舵后的菅义伟,就真的稳了吗?

日本自5月25日解除紧急状态以来,国内疫情仍在持续反复。如何在抗击疫情的基础之上保障平稳重启经济,是菅义伟组建内阁后面临的首要考验。

此外,当前各国对新冠疫情的防控效果不一,疫苗研发尚在进行当中,不确定因素仍然存在,这使得已经延期至2021年的东京奥运会是否还能够顺利举办,依旧是日本政府的棘手难题。

东京奥运会对于日本经济的刺激作用不言而喻,时任内阁官房长官的菅义伟已多次表态,将和国际奥委会与东京奥组委等有关方面密切合作,在切实防控疫情的前提下,力争东京奥运会顺利举办。

安倍的离开,标志着日本维持了8年相对稳定时期的终结,走马上任的菅义伟将带领日本走向何方,还需拭目以待。

The country‘s employment situation is also severe, with unemployment rate climbing to 2.9 percent in May, marking the third consecutive increase。

How Suga will tame the pandemic and quickly restore Japan‘s economy will be a critical touchstone of his leadership。 In fact, the pandemic offers Suga a chance to prove that he can stand up to any challenges and lead this country out of a very difficult time。
